Prime Minister approves a pilot project on building smart border gate in Lang Son
On August 17, 2024, the Prime Minister issued Decision No. 865/QD-TTg approving the pilot project to build smart border gates on the specialized freight transport route in the area of landmarks 1119-1120 and the specialized freight transport route in the area of landmarks 1088/2-1089 belonging to Huu Nghi (Vietnam) – Youyi Guan(China) international border gate pair.

According to the Decision approving the project, the pilot implementation of smart border gate construction would apply a new form of import and export goods delivery based on the application of modern science and technology to the import and export procedures of goods, and the entry and exit of means of transport during the delivery and receipt of import and export goods to improve the capacity and efficiency of customs clearance at land border gates, meeting the increasing demand for trade. At the same time, it would resolve the congestion of goods at the border gate area, reduce costs for transportation, customs clearance of import and export goods, create a favorable business environment, attract import and export enterprises; increase revenue for the State budget, combat smuggling, trade fraud, counterfeit goods, poor quality goods, contribute to stabilizing and improving the lives of people on both sides of the border; maintain political security, social order and safety, and national border sovereignty.
The smart border gate model will be implemented in a separate, closed scope, applied to a number of specific types of goods during the pilot period. In addition, the traditional method of receiving and delivering goods has still been maintained in operation at the same time. The goods for pilot customs clearance under the smart border gate model include fruits, electronic components exported from Vietnam, ASEAN countries and electronic components imported from China. During the pilot period, Lang Son province will continue to discuss with the Chinese side to increase import and export items to ensure the goals and effectiveness of the Project.
The Project implementation period is divided into 2 phases, the first phase is from the third quarter of 2024 to the end of the second quarter of 2026 (infrastructure construction); the second phase is from the third quarter of 2026 to the end of the third quarter of 2029 (pilot implementation).
In the past time, Lang Son province and the Guangxi Zhuang Autonomous Region, China have regularly discussed and actively implemented the "Framework Agreement on jointly promoting the pilot construction of smart border gates", specifically coordinating the organization of the Vietnam - China Conference on smart border gate construction; organizing talks on the pilot construction of smart border gates and field surveys of smart border gates in China; the two sides' customs force holding talks to share experiences in smart border gates and facilitating customs clearance of goods; regularly exchanging official letters and discussing on smart border gates at the agendas between the two sides... The approved project is the basis for Lang Son province and Guangxi Zhuang Autonomous Region, China to continue coordinating and pilot the construction of smart border gates at each side's border gate areas.
Signing the "Framework Agreement between the People's Committee of Lang Son province, Socialist Republic of Vietnam and the People's Government of Guangxi Zhuang Autonomous Region, People's Republic of China on jointly promoting the pilot construction of smart border gates" under the witness of Prime Minister Pham Minh Chinh and Premier of the State Council of China Li Qiang.
The cooperation between Lang Son province and Guangxi Zhuang Autonomous Region, China in implementing the pilot construction of smart border gates in order to concretize the important common perceptions reached between the leaders of the two Parties and the two States of Vietnam and China has contributed to promoting deeper substantive economic and trade cooperation between the two sides, supporting the development of a Vietnam - China community of shared - future with strategic significance from the local level.
In addition, the implementation of the pilot construction model of the smart border gates is also consistent with the goals of the national and provincial digital transformation programs; thereby, creating favorable conditions for quick customs clearance of goods between the two sides without contact and interruption, improving customs clearance efficiency and solving congestion of import and export goods, especially during peak times, reducing costs for businesses on both sides. The project implementation will contribute significantly to the goal of building Lang Son to soon become one of the centers and hubs for import-export, trade, services, tourism and key border gate economic activities in the Northeast region and an important gateway for trading goods of ASEAN countries with the Chinese market and other countries./.
